There is no one best method. Main thing to realize is that VPN access grants the same level of priveleges as a locally-logged-on user. Therefore, greater care needs to be taken over passwords being kept confidential, etc.If at all possible I would also require home workers to have a fixed IP address, and restrict VPN access to these specified IP addresses.Encryption with the logon password (or keys in the userprofile) doesn't offer any higher security in this context- if an intruder is able to logon, they have the data.
